Activistas del Partido Republicano de Cuba (P.R.C.) junto a otras organizaciones no gubernamentales (O.N.G) se dieron cita el 13 de julio en las inmediaciones de la bahía de la habana vieja, para rendirle homenaje a los muertos del Remolcador 13 de Marzo. Pudo presenciar este vocero.

El pasado 13, miembros del P.R.C del municipio Habana Vieja, con el apoyo del 30 de Noviembre, FLAMUR, CID, I.J.R y otras O.N.G, Se dieron cita en La Bahía de la Habana, donde arrojaron flores al mar en memoria de la masacre realizada el 13 de Julio del 1994, por ordenes del régimen castrista hacia el remolcador 13 de Marzo, sin importarles que habían niños a bordo.

A pesar de las amenazas que nos hicieron los oficiales de la seguridad del estado, pudimos realizar este homenaje, aunque hubo hermanos que no pudieron llegar debido a que fueron intervenidos por órganos represivos de este régimen.

No falto el maltrato tanto físico, como psicológico por parte de estos esbirros.

Se pudo conocer al momento de redactar esta nota que fueron detenidos; José Manuel O. Hernández, Raydel Amaya Prado, Lázaro Piloto Romero, Nayllibis Corrales Jiménez, Roberto Cedeño y Rafael Céspedes Ramírez. Fue golpeado... y día atrás amenazado, por uno de los oficiales del D.S.E, el cual se hace llamar Abel, dejo saber el mismo.

Miembros la Federación Latinoamericana de Mujeres Rurales (FLAMUR) y el Partido Republicano de Cuba (PRC), realizan actividad conmemorativa este pasado 11 de Julio en horas de la mañana, en la bahía del municipio ultramarino de Regla por las víctimas del remolcador ``13 de Marzo´´ .Pudiendo cubrir el evento este reportero.

Al cumplirse el aniversario 17 del trágico acontecimiento en el cual murieron más de 40 personas entre ellos niños, el 13 de julio de 1994

Dijo Juan Carlos Bous Batista director del PRC en Regla, hoy en este lugar recordaremos a los hombres, mujeres, adolecente y niños que fueron asesinados brutalmente cuando el gobierno cubano ordeno el hundimiento del remolcador 13 de marzo… este grupo de cubanos desarmados solo pretendían alcanzar las costas americanas huyendo de este sanguinario gobierno y fueron interceptados en la bahía de la habana por tres remolcadores y miembros de la Brigada Guarda fronteras lanzándoles chorros de agua con mangueras a presión, sobre el mencionado remolcador provocando su hendimiento, y trayendo como consecuencias; la muerte de más de cuarenta seres humanos.

Sabemos que los acontecimientos ocurrieron el 13 de julio pero como muchos de los aquí presentes ya hemos recibidos las amenazados por oficiales de la policía política de ser encarcelados sin tan siquiera salimos de nuestras viviendas a partir del 12 de julio decidimos no dejar pasar esta fecha tan triste para los cubanos, concluyo diciendo el mismo.

Se pudo conocer que a pesar de las medidas de seguridad empleadas fueron detenidos varios miembros de estas organizaciones pertenecientes a los municipios de Guanabacoa, Regla y Arroyo Naranjo, que estaban citados, sin poder confirmar lista de detenidos hasta el momento de haberse redactado esta nota.

Red Cubana de Comunicadores Comunitarios

En Santa Clara, Villa Clara ocurrió una detención a las 9 y 10 de la mañana, del día 13 de julio, cuando se dirigían a depositar flores en el río por el Remolcador 13 de marzo. Primero detuvieron 11 opositores, otro grupo de 14 disidentes pudo tirar flores al agua en el río y fue detenido posteriormente. A las 10 de la noche terminaron de soltarlos a todos.

A Idania Yanes Contreras, sobre las 7 de la noche la llevaron para el hospital Arnaldo Milián Castro, le hicieron análisis, un electro y una placa porque tenía dolor en el pecho, ganas de vomitar y dolor en el brazo izquierdo. La enfermera refirió que tenía Ostiocondritis aguda, pero no le dieron ningún documento mostrando los resultados de la investigación.

Una oficial le hizo una llave de inmovilización, que según se sabe es del equipo nacional de yudo. Otra guardia para quitarle el celular le metió la mano en los senos y se los sacó fuera de la blusa en el medio de la calle.

Le dieron un método cuando salió de la UPO (Unidad Provincial de Operaciones), que está firmado por un médico llamado Eumel Torres Pestana, clínico con registro médico 75152. Recetándole reposo absoluto, dieta libre, meprobamato de 400 mg., una tableta cada 12 horas; piroxicán una tableta cada 12 horas; dipirona de 300, dos tabletas cada 4/ cada 6/ cada 8 horas si dolor; polivit una tableta desayuno, almuerzo y comida.

Ella pudo oír que la placa dio como resultado que tiene un enfisema pulmonar.

A Damaris Moya Portieles le dieron una bofetada en la cara, una mujer oficial con chapa de policía No.25254.

A Mayra Conlledo García de Esperanza, con 76 años de edad le hicieron también una llave de inmovilización.

Los otros detenidos fueron: Alcides Rivera Rodríguez, Félix Reyes Gutiérrez (Ranchuelo), Pablo González Villa (Cienfuegos), Jorge Luis Oliver Díaz (Lajas, Cienfuegos), Yoel Morera Martínez (Cumanayagua, Cienfuegos), Enrique Martínez Marín (Manicaragua), Jorge Ramírez Calderón (Trinidad, Sancti Spíritus), Yanisvel Valido Pérez (Santa Clara), Víctor Castillo Ortega (Santa Clara), Orlando Alfonso Martínez (Manicaragua). De Santa Clara: Olga Lilia González Barroso. Yoel Fonseca Machado, Alberto Reyes Morales, Ramón Arboláez Abreu, Rafael Pérez González, Carlos Baluardi Obreón, Yusmani Álvarez Esmori, José Lino Ascencio López, Jorge Luis Artiles Montiel.

La actividad de echar un cesto de flores al río la hicieron Rafael León Ramírez, Olga Lilia González Barroso, Yoel Fonseca Machado, Ramón Arboláez Abreu, Natividad Blanco Carrero, Michel Oliva López, Alberto Reyes Morales.

La Delegación del Movimiento Opositores por una Nueva República se reunió en la calle Neptuno No.452 entre Manrique y Campanario, municipio Centro Habana, en la casa de María López Báez, delegada del movimiento, para salir al Malecón, que queda a cientos de metros en el día de recordar el cruel asesinato que cometió la dictadura el 13 de julio de 194, donde murieron 37 personas, entre ellos 10 niños, que todavía no conocían ni habían disfrutado de la vida.

Hoy este grupo de activistas los recuerdan con tristeza pero también los recuerdan con emoción, porque siempre los tienen presentes porque como ellos ansían la libertad d la cual el régimen priva al pueblo.

También desde las 7 de la mañana hasta las 11 el Movimiento Opositores por una Nueva República se reunió con más de 25 activistas en 3 parques de Santiago de las Vegas: el Parque de la Libertad, el parque Juan Delgado y el parque José Martí.

Para repudiar al abuso que el régimen está cometiendo con el hermano José Alerto, periodista independiente y por el cruel asesinato que cometió el 13 de julio de 1994 cuando hundió el Remolcador 13 de Marzo.

Sucesos narrados por el comunicador comunitario Eriberto Liranza Romero

Un pequeño grupo de activistas de Derechos Humanos se reunió este 13 de Julio, en la sede provincial del Movimiento Cubano de Jóvenes por la Democracia, en Cervantes, #270, entre Pinar del Rio y Yumurí, Párraga, Arroyo Naranjo, Ciudad de La Habana; para rendir homenaje a las 41 victimas del hundimiento del Remolcador 13 de de Marzo.

Los opositores pusieron cintas negras en las columnas de la casa y escribieron un gran cartel que rezaba “13 de Julio de 1994, Hundimiento del Remolcador 13 de Marzo, 41 muertos: 31 mayores, 10 niños; los culpables pagarán. Otro crimen del régimen castrista”.

En la actividad se guardó un minuto de silencio por las victimas de esta masacre perpetrada por el régimen comunista y se gritaron consignas de “justicia y Libertad”. A 16 años del crimen, el gobierno cubano niega que el Remolcador 13 de Marzo haya sido hundido y atribuyen el hecho a “un fatal accidente”, tampoco ha habido enjuiciados, teniendo en cuenta que las leyes cubanas, en el “Código Penal, artículo 48”, sanciona los delitos cometidos por imprudencia.

Un dia como hoy 13 de Julio de 1994, la tirania de los hermanos Castro ordeno el hundimiendo en alta mar del Remolcador 13 de Marzo, en el que varias familias pretendían escapar del paraíso comunista, de 68 cubanos que intentaban huir ese día hacia EEUU, 37 resultaron victimas fatales, de ellos 20 eran menores de edad y sobrevivieron 31, algunos de ellos dejan su testimonio en los videos a continuación, pero todos exigen justicia, por que hasta el dia de hoy, 16 años despues, este crimen permanece impune y en el silencio que mantiene la dictadura con este crimen esta probada su responsabilidad en los hechos.

Detenidos por organizar actividad en el 15 Aniversario del Remolcador 13 de marzo.

La Habana, Cuba, 14 de julio/Hablemos Press/El sábado 11 de julio, Ileana Pérez Nápoles, periodista independiente y miembro de la ONG Identidad, fue detenida por agentes de la policía política de la provincia Las Tunas cuando organizaban una actividad para rendir honor a las Victimas del Remolcador 13 de marzo al conmemorarse el Aniversario 15 del horrendo crimen perpetrado por lanchas guarda fronteras cubanas. Víctor Manuel Pérez Nápoles, su hermano y Manuel Pérez Cruz, también fueron arrestados.

El 14 Ileana fue liberada. En una entrevista telefónica nos cuenta sobre los hechos.

RJG. ¿Ileana quienes te arrestaron y donde?

IPN. A las 4 de la tarde visitaba a mi mamá en la casa ubicada en el número 69 de la calle Roger Mirabal aquí en el municipio Manatí, cuando rodearon la vivienda. El auto patrullero 441 de la Policía Nacional Revolucionaria (PNR) se parqueo a la entrada, venían 3 policías y al momento llegaron 2 motos con 4 oficiales del Departamento de la Seguridad del Estado (DSE), me informaron que estaba detenida. Lo hicieron en presencia de mi mamá, se puso mal pues está muy enferma. Después de una hora cuando se mejoró un poquito me condujeron.

RJG. ¿Cuándo te detienen para donde te llevan?

IPN. Primeramente para la unidad de Manatí y luego alrededor de las 8 de la noche me trasladaron para Instrucción Provincial de Criminalística en la provincia Las Tunas y me mandan para las celdas. Allí supe que Manuel Pérez Cruz, delegado de la Confederación Obrera Nacional Independiente de Cuba (CONIC), también estaba en los calabozos.

RJG. ¿Qué alegan las autoridades cuando proceden arrestarlos?

IPN. Dicen que tenían información de que varias organizaciones contrarrevolucionarias preparaban una actividad al conmemorarse el Aniversario 15 del remolcador 13 de marzo y yo estaba en una lista de los organizadores, dijeron que tomaban medidas para que no se realizara lo planeado.

RJG. ¿Es cierto que preparaban una movilización, como la iban hacer?

IPN. Si, diferentes organizaciones planeábamos una actividad pacifica que se realizaría el domingo 12, en honor a las victimas del remolcador. Sabíamos que el 13 la policía política no la dejaría hacer pues ya se notaba la represión contra activistas de derechos humanos en la provincia y es por eso que tomamos medidas.

RJG. ¿Como te enteras del arresto de Manuel Pérez Cruz?

IPN. Al pasarme para los calabozos escucho su voz, luego lo llamo y nos pusimos de acuerdo para hacer una huelga de hambre. Al día siguiente, el domingo sobre las 3 de la tarde traen a mi hermano Víctor Manuel Pérez Nápoles, delegado de la ONG Identidad, por el cual estoy muy preocupado pues no lo han soltado. Les exigimos a las autoridades cuando me liberaron y dijeron que me fuera que a Víctor Manuel no lo iban a soltar por el momento.

RJG. ¿Qué piensas hacer por tu hermano en caso de que no sea puesto en libertad?

IPN. Si en la noche no lo sueltan me voy a plantar frente a la unidad policial.

RJG. ¿Dónde puedes ser localizada?

IPN. Resido en el numero 17 de la calle 50 entre 1ra y 3ra, reparto Nuevo Sosa, Las Tunas, un poco distante de mi madre, pero en la misma ciudad.

Ciudad de La Habana- 14 de julio- Ileana Pérez Nápoles, periodista independiente y miembro de la ONG Identidad en la provincia de las Tunas fue detenida el pasado sábado 11 de julio en el domicilio de su madre, ubicado en la calle Roger Mirabal No 69 en el municipio Manatí y fue conducida a la unidad de Instrucción Provincial de Criminalística.

“Sobre las 4:30 de la tarde fui rodeada y detenida por el carro patrullero 441 de la Policía Nacional Revolucionaria conjuntamente con cuatro agentes de la policía política que se personaron en el domicilio de mi mamá y en presencia de ella me comunicaron que yo tenía que acompañarlos en calidad de detenida lo que provocó una descompensación en el delicado estado de salud de mi progenitora”, comenta Pérez Nápoles vía telefónica.

Refiere además “fui llevada a la unidad de la PNR de Manatí, posteriormente me trasladan para Intrusión Policial de la Provincia donde sé encontraba detenido el opositor Manuel Pérez Cruz Delegado de la Confederación Obrera Nacional Independiente de Cuba (CONIC) en Las Tunas. Nos metieron a los dos en celdas por separados inmediatamente le dimos conocimiento a los agentes que renunciamos a todo tipo de alimento en condición de plantados.

“Distintas organizaciones del oriente del país organizamos actividades para honrar las víctimas del remolcador 13 de marzo, pero fuimos reprimidos”, declaró Ileana, y expresó sus sentimientos por los 37 cubanos, entre ellos 10 menores de edad que perdieron la vida en el horrendo crimen perpetrado por servidores del régimen castrista.

Fotos de grupos lograron rendir tributo a las victimas del remolcador. La Habana, Cuba/ CIHPRESS/ sábado 12 de julio- Luego de varios días de represión y persecución por parte de la policía política cubana, organizaciones de la sociedad civil lograron rendir tributo a las victimas del remolcador 13 de marzo que este 13 de julio cumplió el 15 Aniversario.

Grupos opositores al régimen castrista, diseminado por toda la isla, con ansias de libertad, lanzaron flores en el mar, ríos, arroyos y presas para recordar a las victimas del horrendo crimen perpetrado por el régimen militar contra 43 personas que en el año 1994 intentaban huir en un remolcador que fue hundido en el que perecieron 12 niños.

“Activistas de la Unión Patriótica Cristiana Independiente (UPCI), del Frente Unión Nacional (FUN) y del Partido Pro Derechos Humanos de Cuba Afiliados la Fundación Andrei Sajarov (PPDHC-AFAS) reunidos en el domicilio de Evaristo Pérez Hernández, sito en el numero 65 de la
calle 160 entre 65 y 69, municipio La Lisa rendimos homenaje a las victimas del remolcador. La actividad culmino en la playa de 110 en Miramar”, informó Ricardo Rubén Barreto Fuentes, Secretario Nacional del PPDHC-AFAS.

Dios, patria y libertad

Son innumerables los crímenes cometidos por el régimen castrista durante estos cincuenta años de dictadura. Desde su comienzo este régimen se caracterizó en tener mano dura contra cualquier injerencia que interfiriese en sus macabros objetivos. Son miles lo que han perecido tratando de combatirla.

También se cuentan en miles los que encontraron la muerte escapando de la isla, buscando libertad.

Ejemplo de ellos es, lo ocurrido el 13 de julio de 1994, fecha que cubrió de luto la nación cubana.

Al morir personas que trataban de huir de Cuba en el remolcador 13 de marzo, embarcación que fue embestida por dos lanchas guarda fronteras cumplían órdenes del alto mando castrista.

Entre la victimas se hallaban varias mujeres y niños. Sin duda alguna uno de los crímenes más bárbaros perpetrados por el régimen de La Habana.

Los aquí presente rendimos homenaje póstumo a las victimas del remolcador 13 de marzo y además a todos aquellos personas quieran fallecido en el estrecho de la Florida en aras de encontrar libertad.

Las Damas de Blanco asistieron a misa y marcharon por la Quinta Avenida de La Habana clamando por la libertad de los presos políticos y también rindieron homenaje a las víctimas del remolcador 13 de Marzo, lanzando sus gladiolos blancos al mar. Gioconda Tapia conversó con una de las integrantes de este grupo y este es el reportaje.

UN CRIMEN A ESPALDAS DEL CRISTO DE LA HABANA

A espaldas del Cristo de La Habana, a unas siete millas de la costa, "los voluntarios" del régimen comunista cometieron uno de los crímenes más horrendos en la historia de nuestra ciudad y de Cuba..

En la madrugada, un grupo de setenta personas en total, huía en un remolcador, dirigidos por la propia tripulación de la nave. Ninguno iba secuestrado, ni en contra de su voluntad. Salieron por la boca de la bahía de la Habana.

Le persiguieron otras naves semejantes.

Al detenerse la nave fugitiva y rendirse sus ocupantes, las naves que le perseguían comenzaron a embestirla hasta hundirla. Mientras tanto, en la cubierta, mujeres con niños en los brazos suplicaban piedad, pero la respuesta de sus captores fue proyectar contra ellos cañones de agua de gran potencia.

Algunas vieron a sus hijos desprenderse bajo los chorros asesinos en medio de alaridos de horror.

Se ensañaron hasta que cumplieron su misión perversa: Hundir la nave que huía y aniquilar a muchos sus ocupantes.

Asesinaron a treinta dos personas, de ellos veinte niños. Alguno estaría cumpliendo 15 años ahora. El órgano oficial del Partido Comunista "Granma" informó que la nave se hundió por un giro de campana.

Esa sigue siendo la versión oficial repetida, pero los sobrevivientes relatan las escenas infernales concebidas y ejecutadas por mentes diabólicas.

Tuvieron muchas oportunidades para no aniquilar a esos veinte niños inocentes y a mujeres y hombres, pero su maldad fue sostenida. Perdieron así la oportunidad que Dios siempre da para que sus hijos no caigan en el abismo del mal, como cayeron los que ordenaron y ejecutaron este crimen.

Únicamente la farsa que terminó con el asesinato por fusilamiento de ocho inocentes jóvenes cubanos estudiantes de medicina, el 27 de Noviembre de 1871 tuvo la saña, la soberbia, la cobardía y el abuso despiadado, que tuvo el crimen del 13 de Julio de 1994.

Únicamente el asesinato de 73 personas inocentes, mucho de ellos adolescentes, atletas cubanos que viajaban en un avión de Cubana de Aviación, explotado en pleno vuelo mediante bomba de terroristas, el 6 de octubre del 1976, estuvo cargado de tanto odio enfermizo, de tanta perversión y de tanto cinismo posterior por sus autores materiales e intelectuales, como lo estuvo el crimen del 13 de Julio de 1994.

Todas estas conductas; saña, soberbia, cobardía, abuso despiadado, odio enfermizo, perversión y cinismo posterior de los autores, se desbordan en el crimen del Remolcador 13 de Marzo, del día 13 de Julio de 1994.

Pero también se desborda la impunidad.

Impunidad no solamente porque los culpables no han sido juzgados, sino por que muchas personas en Cuba y en el mundo no se atreven a denunciar este crimen y ni siquiera a reconocerlo como tal.

Los autores de este crimen son tratados como héroes por el Gobierno cubano.

Ni siquiera llorar abiertamente en nuestra tierra se permitió a los dolientes, ni siquiera quejarse, ni siquiera protestar.

¿Ante quien reclamar? ¿Ante los tribunales que juzgan y condenan injustamente a los que levantan la voz para decir la verdad y a los que desfilan en silencio para denunciar estos crímenes?

Demasiado dolorosos los eventos que aquí he mencionado, por lo que es impropio usar ironías. Denuncio seriamente que faltan 32 banderas negras que deben colocarse, desde al Comité Central del Partido Comunista, en línea directa, hasta el Ministerio del Interior, pero visible desde el Ministerio de Cultura ya que sus heraldos de todas las especies, cubanos y extranjeros, son los encargados de cantarle a la mentira y la opresión, falsificando la verdad y la libertad.

Que doblen las campanas silenciadas.

Pero que doblen por todas las víctimas del terror, que en realidad son una sola víctima: el pueblo cubano que, sin hacer distinciones, sufre por la pérdida de cada uno de sus hijos.

El Cristo de la Habana no está dando la espalda a los que murieron, está llamando a los que viven para que no vivan en la mentira paralizados por el miedo, sino que busquen la verdad con la esperanza de que podemos vivir todos los cubanos libres y como hermanos.

Así, un día cercano, esa plaza y toda Cuba, se inundarán de banderas cubanas y de banderas blancas flotando en el canto de todos que proclamará: ¡ por fin la paz y la libertad !

My name is Juan Carlos Suarez Rodriguez and Iam the person who will be protesting in front of Parliament Hill this Monday July 13th 2009.

Iam a survivor of the tragedy that already cost over 75,000 lives to the people of cuba in over 50 years of Cuban dictatorship. I left my country in august of 1994 in a raft made of inner tubes and wood ..I spent a year in Guantanamo bay as a cuban refugee awaiting to be allowed to enter the US and finally now Iam here in Canada, a coutry I wanted always to visit.

I was only 17 years old when I was brutally beaten by cuban police in downtown havana just for using a public washroom where only tourists could go...they were Germans and Canadian tourists the ones visiting havana in those days ..Iam 43 years old now but still have the scars in my head and witness in Havana wheeling to testify to the truth of what happened that day.

Iam sending you as much information as I can about what happened on July 13th 1994 and why I will be paying tribute to my fellow cubans who have die trying to escape the "PARADISE ISLAND" Tourism agencies sell unscrupulously to Canadians who are totally missinformed about the reality of our people.

Iam also sending you photos with very disturbing images about this reality and my question is '''''why does the canadian press does not address this reality to canadian people""" """why Canadian press does not exercise their right to investigate violations of human rights in our country as it does in other countries''' and again''''Why do the canadian government continue to turn a blind eye on these violations after being a cosignatary of 6 international treaties against human rights violations'''' it is just Hipocritical and totally offencive to cubans the fact that we are not allowed to visit hotels in our country while Canadians are being served in luxury resorts from where our own people are banned.""""how will Canadians feel if something like that was done to them''''' all this questions are the questions we all cubans have to ask you becuase our embassy here does not represent us but represent the tourism industry that keep them in power.

I will be Building a raft in front of the parliament hill this July 13th to honor the lives of those who are still in the bottom of the sea and ask the Canadian government to respect the international treaties it has signed by looking into crimes against humanity commited by Cuban government.

Attached is also a photo of Raul Castro blindfolding a young farmer acused of treason in the mountains of Cuba at the beguining of the revolution...this young man was later executed by Raul Castro himself ..the message that this government is sending to the world is that it is OK to execute people today and 50 years later became a president of a country without a single question???..

I am planning on building rafts in Ottawa till this government allow me to testify as a survivor and as a witness of the crimes against humanity the government of cuba have commited and for which Iam asking to open an international investigation immediatly...this is 2009 and no government who sign international treaties agains violations of human rights should be doing business with a government suspected of mass murder and genocide...I have the evidences and I have the witnesses and survivors...I just need the media.

On July 13, 1994, at around three in the morning under the cover of darkness, around

seventy 2 men, women, and children boarded the recently renovated tugboat "13 de Marzo.3" They planned to escape the island by making the ninety-mile journey across the Straits of Florida, hoping to reach freedom in the United States. Many also sought the means to send help back to the family they were leaving behind. Eduardo Suárez Esquivel (Eddy), a computer engineer who had attempted unsuccessfully to flee on several occasions, came up with the idea.

Obsessed with the idea of finding a way out of Cuba, he convinced his brother in law, Fidencio Ramel Prieto, to take the tugboat and serve as skipper. Ramel, who was in charge of operations at the Port of Havana, served as one of its Communist Party secretaries and had twenty-five years of commendable service at the port.

This gave him access to the tugboat, which belonged to the state enterprise Empresa de Servicios Marítimos. With all vessels in Cuba under government ownership and tightly controlled to prevent escapes, this access was no small feat.

Raúl Muñoz, a friend and fellow port worker who had been harbor pilot of the "13 de Marzo" and was now the pilot for another tugboat, was recruited to pilot the tugboat for the escape. Several more men joined in to develop the plot.

The plan included numerous family members and close friends. Only Ramel had the entire list of the approximately fifty two passengers who were to go on the journey.

The organizers were divided into groups and each had a leader. Each leader was in charge of getting his respective group to the pier on the designated day.

To keep maximum secrecy, the children were told they were going on an excursion. On three previous occasions, a date had been chosen, but the escape had been aborted when insiders working at the port announced unexpected security measures deemed unfavorable.

Unbeknownst to them, government authorities had been receiving information of the plan, in all probability by infiltrators. The spies are suspected to have been part of the actual planning group -in fact two did not show up for the departure. But, the information may have leaked out to spies through relatives who knew of the plot.

On the designated date, the group quietly boarded the tugboat in the middle of the night and the motors were started. Unexpectedly, people who were not on the list showed up, a few others who were to come did not. It was 3:15 A.M. when they began to make their way out of Havana‟s harbor. Immediately, a tugboat belonging to the same state enterprise initiated a chase.

The pursuing vessel first tried to drive the "13 de Marzo" into a dock. When that proved unsuccessful, it rammed it, attempting to push it towards the reefs by the mouth of the harbor near the Morro Castle.

People at nearby piers and at the Malecón, Havana‟s seawall, witnessed the attack and were yelling to let them go. Just as the "13 de Marzo" cleared the harbor, two other tugboats that had been waiting for them in the dark, joined the chase. With their water cannons, they started spraying high pressure jets at the escaping vessel.

The wooden "13 de Marzo" was now being hounded by three modern, larger, and heavier tugboats made of steel –the "Polargo 2," "Polargo 3," and "Polargo 5." They were respectively commandeered by Jesús Martínez Machín, a man named David, and one called Arístides.

As the "13 de Marzo" sailed ahead, the pursuing tugboats kept spraying the high-pressure water and getting in its way to make it stop. After around forty-five minutes, when the "13 de Marzo" had reached approximately seven miles out to sea, the pursuing tugboats began ramming it.

Although the "13 de Marzo" had stopped and signaled its willingness to surrender and turn back, the relentless attack continued. The pilot of the "13 de Marzo" attempted to radio an SOS, but the pounding water had damaged the electrical equipment.

A vessel belonging to the Cuban Coast Guard had arrived on the scene, a Soviet-built cutter referred to as "Griffin."

5 But, it stayed back, simply observing the spectacle.

The adults brought out the children on deck to see if this would deter the incessant jet streams and collisions. In desperation, parents held their children up in the air and pleaded for their lives, putting them in front of the powerful reflector lights pointed at them. But, the attackers disregarded their cries and continued to bombard the powerless passengers with the high pressure water. The mighty streams scattered them all over deck, ripped clothing off, and tore children from their parents‟ arms. Some were swept into the ocean immediately.

In a frantic attempt to find safety, some passengers went below deck to the cargo hold and the machine room, many carrying children. The "13 de Marzo" was now taking in water from the incessant ramming. Although it had stopped its engine, the "Polargo 5" rammed it decisively one last time and it began to sink.

The doors to the machine room and cargo hold were blocked by the water. With the passengers pinned down, they desperately pounded on the walls and ceilings as the children wailed in horror. Frantically, Raúl, the pilot, tried unsuccessfully to open the trap door on deck as it was quickly filling up with water.

Unable to make it budge, silence soon took over. Those trapped below had all drowned. It was around 4:50 A.M. when the tugboat sank seven miles northeast of Havana harbor. Panic gripped the stunned survivors. Mothers tried to hold on to their children to prevent them from drowning, screaming for husbands and other relatives to help.

They all clung to life in high seas in the dark of night. Many floated atop a large refrigeration box, others hung onto anything that floated by or simply treaded water. The three boats then began circling the survivors, creating wave turbulence and eddies for around forty-five minutes.

It was obvious they wanted to make sure no one would be left alive to bear witness to the horror. María Victoria García, who lost her ten-year old son, husband, and many other close family members later related: "After nearly an hour of battling in the open sea, the boat circled round the survivors, creating a whirlpool so that we would drown. Many disappeared into the seas... We asked them to save us, but they just laughed." One of the tugboats attempted to run over the floating refrigeration box holding many survivors. Fortunately, it was unsuccessful.

All of a sudden, the attackers stopped and the tugboat crews told survivors to swim toward the Cuban Coast Guard ships on the scene.

Once on board, they noticed that a merchant ship with a Greek flag was close by, approaching Havana harbor. Survivors believe this is was what made the attackers stop unexpectedly.

Several Coast Guard vessels then moved in to rescue those who were left. The exhausted groups of rescued passengers were kept at high seas almost until around 11A.M.

When the order was received, they were all taken to a Naval Base at Jaimanitas, near Havana, where many high-ranking members of the military had gathered. The men were put into one cell and left there. The women and children were put it another cell, where they were interrogated.

Early that evening the women and children were sent home and the men were taken to Villa Marista, Havana‟s State Security headquarters. Some were kept in detention several weeks and released to domiciliary detention.

Two were kept for eight months. They were all given psychotropic drugs, visited by psychologists, and subjected to interrogations at all hours with the purpose of making them relay the story as an accident. Reports of the number of victims varied from the start. Because some who were supposed to make the journey did not show up while many others unexpectedly joined in, the exact number who boarded and of those who perished remains uncertain.

Finally, only thirty seven people, individually identified, were confirmed missing by their grieving families and the thirty one survivors. Many were related; most came from four neighborhoods of greater Havana -Cotorro, Guanabacoa, Marianao, and Arroyo Naranjo. Four more persons may have perished if, in fact, seventy-two passengers boarded, but they remain unidentified.

Despite intimidation and harassment, many survivors immediately denounced the premeditated ramming of the "13 de Marzo" and the deliberate aggression against them while they were unarmed and in no position to seriously resist capture. They recounted how the pursuers appeared to be taking orders from the Cuban Coast Guard cutter and that, at one point, a helicopter had flown over the scene. The escapees never imagined their lives had been in danger.

Even Ramel‟s son, who worked for State Security
6 and survived, reported never thinking they would suffer more than imprisonment if they were stopped. Unknowingly, however, they were taking a much larger risk than they had bargained for. Earlier that year, on April 28th, the tugboat "Polar 12" had been commandeered in Havana harbor and taken to Key West, Florida, with sixty-eight persons on board. On June 17th another tugboat, "The Mar Azul," had also been taken to Florida with seventy-four persons on board.

Reportedly, both tugboats had been pursued by Cuba‟s Coast Guard, rammed by its vessels in international waters, and attacked with machine guns even though they carried many women and children as passengers. Because information in Cuba is tightly controlled and all media is owned by the government, these incidents were unknown on the island.

The Cuban government reported that thirty-two people drowned and thirty one were rescued, but a list of victims was not provided. No bodies were returned to their families for burial and, if any were recovered, their location remains unknown. In fact, the authorities expressly refused to conduct search operations for the bodies. At State Security headquarters, agents mocked desperate relatives seeking bodies and told them that their loved ones were nothing more than "counter-revolutionary dogs."

When news reached the outside world, Rafael Dausá, the head of the Cuban Interests Section in Washington, declared that survivors‟ accounts were "science fiction" and blamed the incident on the "thieves who stole the boat."

In a subsequent story titled "Capsized tugboat robbed by anti-social elements,"Granma blamed the "irresponsible act of piracy" on counter-revolutionary radio stations of the "Miami nest of maggots" (referring to Cuban exiles) and on the United States‟ failure to abide by immigration agreements. A Granma editorial of July 23rd 1994 was titled "A bitter lesson for the irresponsible." In a speech on July 26th, Raúl Castro, the head of Cuba‟s Armed Forces, insisted that the tugboat was destined to sink because it had not been seaworthy and praised the Cuban Coast Guard for trying to prevent that.

Cuban radio stations, which are all government owned, repeated similar explanations. Finally, on August 5, 1994, in a three hour speech, Fidel Castro publicly praised the perpetrators for their exemplary behavior and patriotic acts and emphatically declared that they had no intentions to sink the boat. Attempting to feed the cover-up, some of the imprisoned survivors were paraded in front of cameras to tout the government line and insist that the tragedy was their entire fault. Manipulated into apologizing publicly, they had, among other things, been told that the populace was ready to lynch them for killing so many children.

Apparently, the international community‟s reaction soon tempered the Cuban government‟s defiant tone. World leaders, including the Pope, made statements denouncing the deplorable incident and expressed condolences to the victims. Cuba‟s Ministries of Interior and of Foreign Relations promised an investigation. Unsurprisingly, it has never been heard of again. Subsequent attempts by family members of victims and human rights activists on the island to open judicial processes via official legal channels have been ignored. In fact, the head of the operation, tugboat pilot Jesús González Machín, is said to have received a "Hero of the Cuban Revolution" award from the government.

Numerous reports by international organizations have condemned the massacre. On July of 1994, Amnesty International had called on the Cuban government to carry out an investigation of the incident and to bring justice if any government affiliate was involved. In 1997, Amnesty reported that there was sufficient evidence to indicate that it had been an official operation and that, if events occurred in the way described by several of the survivors, those who died were victims of extrajudicial execution. In June of 1995 the United Nations‟ Special Rapporteur on Cuba requested from the Cuban government an investigation and called for those responsible to be processed and the families of victims to be compensated.

On October of 1996, the United Nations denounced the absence of an investigation. That same month, the Interamerican Commission on Human Rights of the Organization of American States (O.A.S.) released a Special Report declaring that the Cuban state was responsible for premeditated murder. Over time, as more survivors and witnesses left the island and their accounts were pieced together, it became apparent that the Cuban government had planned the murder. It was evident that spied had been infiltrated who offered early and detailed knowledge of the preparations.

Reportedly, once the plot was known, the decision had been made at the highest levels of government to not foil it by arresting the organizers or closing the entrance to Havana harbor. Instead, they would be allowed to steal the tugboat, so it could be sunk and an enduring lesson could be delivered to prevent further escapes from the island.

ENDNOTES

1Article 216 of Cuba‟s Penal Code punishes exit from the national territory not authorized by the government with up to eight years in prison. Article 117 punishes theft of any maritime or air vessels ("piracy") with ten to twenty years in prison or death.

2The exact number remains unclear to this day. Ramel, the skipper, reported to the leaders that 72 people had come on board. But, when the victims and survivors were later accounted for, only 68 were found -37 victims and 31 survivors.

There are several explanations for this discrepancy:

1. The skipper could have made a mistake counting, especially in a situation of fear and confusion when some who were expected did not show up while many who were not did.

2. Four people may have perished who came on board with the last-minute group may have been known only to someone who died and whose families may not have known they were going on the tugboat.

3. Four people, also from the last-minute group, jumped into the harbor when the first hostile encounters took place and, in fear, have not come forth.

4. Four people were State Security agents that jumped, as previously planned, after the tugboat left the pier.

To cover up government involvement, only civilian vessels were employed in the attack and while only Coast Guard vessels rescued survivors. The O.A.S. report indicates that while this type of manipulation has been common Cuban government practice, "the attack against defenseless civilians was planned, orchestrated, and directed by the Communist Party and State Security with the direct participation of both." On the island, survivors and family members of those who died were initially denied information and put under constant surveillance. Many were dismissed from their jobs.

They have continued to endure systematic harassment by the authorities. Over the years, all survivors except one have managed to go into exile, some in voyages by raft. All bear the marks of deep trauma, feelings of senseless loss, and a sense of outrageous injustice.

On the island, the Cuban government continues to imprison, threaten, and intimidate those who seek to peacefully protest the sinking and remember those who died, usually in small ceremonies on the anniversary of the attack. Government-organized mobs, the Rapid Response Brigades, habitually scream insults and hit participants.

7 To prevent commemorative activities, members of political and human rights groups are arrested, mobs harass them and even intrude in their homes, and extensive police operations are mounted. Just this past February 27th 2007, five peaceful activists kept under arrest since the July 13, 2005 memorial were tried for public disorder.

René Montes de Oca, Emilio Leiva, Lázaro Alonso, and Manuel Pérez Oria were sentenced to two years imprisonment and Roberto Guerra Pérez to one year and eight months. The defendants declared that they had merely attempted to render tribute to the tugboat victims and only screamed at attackers of the Rapid Response Brigade to not hit them while they formed a human chain to protect themselves.

What is perhaps the most puzzling aspect of this tragedy is that, as with similar cases in the past,8 it has been largely ignored by world media. As a result, international public opinion remains essentially unaware of the systematic attacks perpetrated by the Cuban government on defenseless civilians trying to flee Cuba.

Sadly, many world leaders and celebrities display a shameless disregard for the most basic standards of accountability for the Cuban government. The Castro regime continues to enjoy a free pass to trample on the most fundamental rights of its citizens, including the most precious -the right to life.
